Here's a hc that I thought for the two of them. Dottore wants fund for his project so he "requests" Pantalone for it. Pantalone is associated(potentially owning) the Northland bank, therefore I assumed he's the source of fund for the organization.
There's probably more to explore If we can get more of Fatui event, but that's what I can think of them for now.

Last Part of the merman series. The ending was set a few years later, Ayato and Thoma meets again for the 2nd time.
